This ordinance is the next phase following the partial revision of the Federal Road Traffic Act (SVG) in spring 2023, which laid the legal groundwork for automated driving. With this legal framework now clearly defined, Switzerland is well positioned to become a leader in autonomous mobility.

Key Applications Enabled by the Ordinance

The ordinance introduces three primary use cases for automated driving systems:

1. Highway Automated Driving Systems

Drivers of automated vehicles can activate autopilot systems on highways, allowing them to release the steering controls and stop continuously monitoring the road. However, drivers must remain prepared to take over control when prompted by the system. This feature enhances convenience while maintaining safety.

2. Driverless Vehicles for Freight and Public Transport

Driverless vehicles will be permitted on authorized routes, as determined by the cantonal authorities. These vehicles will be remotely monitored by operators from central control stations. This innovation is particularly promising for:

  • Freight transportation, streamlining logistics.
  • Public transport on the “last mile”, bridging gaps in connectivity.

To ensure safety, the Federal Roads Office (OFROU) will provide guidelines for route evaluation and set up a monitoring group to support cantonal decision-making.

3. Automated Parking Systems

Automated parking without a driver’s presence will now be allowed in designated parking facilities. Cantonal and municipal authorities will identify suitable parking spaces based on OFROU instructions. This system promises to reduce parking congestion and enhance urban efficiency.

Ensuring Safety and Compliance

All automated vehicles must undergo rigorous testing and certification processes before being allowed on Swiss roads. Manufacturers are required to demonstrate that their systems can ensure road safety and traffic fluidity during operation. Vehicle approvals will be managed by cantonal authorities, reinforcing Switzerland’s high safety standards.
